Recycling Europe’s feedback on the Call for Evidence:“EU aluminium sector – trade measure to ensure sufficient availability of aluminium scrap on the EU market”

As the EU explores options to reinforce industrial competitiveness and material security, it is essential that
policy choices are grounded in robust evidence and a holistic view of the value chain. Europe’s metal
recycling industry already plays a critical role in supplying high-quality recycled materials, exceeding
domestic demand and contributing to a positive trade balance. Against this backdrop, the assumption of a
structural scrap shortage in the EU does not reflect market realities and should not form the basis for
potential trade measures. While we recognise the intention to support the EU aluminium industry, this
support should not come at the expense of the recycling industry.
In this document, Recycling Europe explains why claims of aluminium scrap scarcity are unfounded, sets out
the real challenges facing the aluminium and recycling value chain, and outlines how open and well
unctioning markets for recycled metals are indispensable to Europe’s competitiveness, circular economy
objectives, and climate goals.
